In June 2025, the European Commission released a draft revision to the *Packaging and Packaging Waste Directive* (PPWD), explicitly mandating that by 2030, all lightweight plastic bags must contain at least 30% recycled material or be made from compostable bio-based materials. Industry insiders anticipate that this move will accelerate the transition from traditional PE plastic bags to biodegradable and recycled alternatives; consequently, Chinese export enterprises need to proactively prepare by securing relevant certifications and expanding production capacity.
